Why spend a fortune on Photoshop, when programmes a tenth of the price are just as good???

Luckily I work at a company that buys me software when the group I manage needs it. So, I get all the latest versions of Photoshop as soon as they come out.

I could not see using anything else to get the quality you would want.

PSP is a fairly capable package although I couldn't see myself using it after playing with Photoshop for so long, I am still a hack with it even after using it for years and years.
